【摘要】:Thesafetyspecificationsandtestmethodsgivenareintendedtogiveguidanceandtoleadtoconsistencywhenwritingsafetystandardsforchilduseandcarearticles.Inaddition,theseguidelinescanassistthosewithageneralprofessionalinterestinchildsafety.Thesafetyspecificationsdetaileddonotconstituteanexhaustivesetofspecificationsthatcanbedirectlyappliedtoallchilduseandcarearticles.Assubsequentsectionsexplain,theirapplicabilitytoparticularproductsshouldbedecidedbyexperts.Whenanalysingthehazardsandrisksassociatedwithchilduseandcarearticles,theneedtobalancethereductionofhazardsandriskwiththecapabilityformanufactureanduseoftheproductshouldbeconsidered.Theremayalsobealternativemeansofachievingsimilarlevelsofsafetythatarenotenvisagedintheseguidelines.Intheseguidelinesarationaleisgivenforaparticularhazardexplainingthepotentialhazardtothechild.Whereverpossible,requirements,testequipmentandtestmethodsaregivenwhichcanbeusedwhendraftingstandards.Itshouldbenotedthattheterminologyintheseguidelinesisnotthatrequiredforstandards,andthatthewordshallhastobeusedinstandards,notshouldasgivenintheseguidelines.
